Senior Policy Advisor, Canada Energy Transitions

Jessica is a senior policy advisor with IISD’s Energy program, focusing on shifting financial flows to support clean energy and sustainability investments.

As the Canada Energy Transition team's lead for sustainable finance, Jessica's expertise centres on private finance, hybrid finance, and subsidy models that support the transition away from fossil fuels. Jessica also supports IISD's cross-programmatic work with the Government of Manitoba, facilitating subnational linkages and dialogue with international experts.
With more than 15 years of experience in research, analysis, and management at federal, provincial, and institutional levels across Canada, Jessica's expertise spans financial, social, environmental, and governance issues. She holds a bachelor’s degree in international development studies from the University of Winnipeg and a master of arts in political science from York University in Toronto.

She is based in Winnipeg, Canada on Treaty 1 territory—the ancestral lands of the Anishinaabe (Ojibwe), Ininiw (Cree), Anisininew (Ojibwe Cree), Dene, and Dakota Nations, and the homeland of the Red River Métis Nation.
